On October 27, 2017, Dr. Seyed Hassan Sadough, President of Shahid Beheshti University (SBU) and Head of the Working Group on Iran-Russia University Cooperation delivered a speech at the Joint Summit of the Presidents of top universities of Iran and the Russian Federation.

Dr. Sadough said: "I express my satisfaction with the development of inter-university relations, but the fact is that despite the geographic commonalities, the history of historical relations and close political and strategic positions in some important international and regional issues such as combating terrorism in the region, the Islamic Republic of Iran and Russia have not made enough use of scientific and academic capacities between the two countries, which might be due to the failure of our academics.

In the last 25 years, we have concluded about 65 academic agreements, but a small number of them have become executive projects. The departure of Iranian students for postgraduate studies has been relatively significant, and about 300 Iranian graduates from Russian universities have been recruited in the Russian universities. This amount of academic relations is very small in relation to the scope of cooperation between the two countries in other fields.

Thus, we should look at the factors that hinder the desired university-level relationships and identify and implement appropriate solutions. Some of these solutions include:

  • Offering a proposal to establish a working group consisting of individuals from the universities in order to facilitate the issuance of scientific and academic visas through the Ministries of Foreign Affairs of the Russian Federation and the Islamic Republic of Iran;
  • Increasing the availability of scientific counselors in relation to the interaction between Iranian and Russian universities and their possible deployment in the universities;
  • Organizing academic travels between Iran and Russia;
  • Organizing bilateral scientific conferences;
  • Organizing educational workshops;
  • Designing applicable industrial projects through PhD students with the participation of industrial and manufacturing units with the assistance of professors from Iran and Russia;
  • Expanding scientific interactions from basic sciences, engineering and medicine to human sciences, management, economics, religious sciences, environment, spatial planning, psychology, education, prospective studies, etc .;
  • Solving the problem of learning Russian and Persian languages for Russian and Iranian professors and students by expanding language learning centers in Russia and Iran and strengthening the language departments of the universities."
